It could be seen as a positive strategy to help user as well as to the developers. And they are directly guiding the developers to set up a benchmark which defines what users want and giving them the advice to improve their performance by comparing to the top ones. This action also creates kind of a competition among the app makers and shift their concentration from heavy marketing to well-planned development process.
